Once you move from a single LLM to a multi-agent system, the problem changes. The hard part is no longer just generation. It becomes coordination.

A multi-agent system produces something more complicated: competing plans, intermediate drafts, tool outputs, execution traces, validations, critiques, exceptions, retries, and partial conclusions from specialised actors. It might inspect a plan and decide whether it is feasible given available tools and permissions. It might review an execution trace and determine that an agent is looping uselessly. It might read several partial analyses from specialist agents and synthesise a final recommendation. Or it might decide that the case is too ambiguous and should be escalated to a human reviewer.
This is why “judge” is slightly misleading. In live systems, the judge is often doing far more than scoring. It can act as:

Combine probabilistic judgment with deterministic checks

A judge placed mid-flight can prune branches, reroute work, trigger specialist escalation, or terminate retries that are unlikely to improve the result. In many real systems, this is more valuable than final scoring because it controls cost and limits damage.
If a system only judges at the end, it often discovers too late that it spent half its budget on nonsense.
Post-hoc judging
Post-hoc judging still matters. It is useful for final acceptance, rejection, revision, audit logging, and retrospective calibration.

In research-heavy or strategy-heavy systems, several specialist agents may produce partial but valid views. The judge can then aggregate these views into a ranked or unified recommendation.

Judge as termination controller

Reward hacking
Once generator agents learn what the judge likes, they can start optimizing for those superficial signals. The system gradually becomes better at satisfying the rubric’s visible shape than at solving the underlying task.
