Actors, Not Agents: Stop designing enterprises around agents
Enterprise software is beginning to absorb a new kind of component.
For the last two years, the industry has become obsessed with agents: autonomous systems that can reason, plan, call tools, and adapt in flight. The excitement is understandable. Agents appear to break software out of its old rigidity. They promise systems that can interpret ambiguity instead of rejecting it, synthesise across messy inputs, and decide what to do next rather than waiting to be told.
But there is a subtle mistake buried inside the excitement.
We are treating agents as if they are the new architectural primitive.
They are not.
The right primitive for enterprise systems is not the agent. It is the actor.
That distinction matters because enterprises do not run on cognition alone. They run on a mixture of deterministic and non-deterministic computation: business rules and probabilistic reasoning, fixed workflows and adaptive planning, systems of record and systems of interpretation. If we make “agent” the center of the architecture, we bias the whole design toward one internal mode of operation. If we make actor the center, we create a framework that can accommodate both.
An actor may be an AI agent. It may also be a microservice, workflow engine, rules engine, stream processor, or even a human approval step. Internally, these things operate very differently. But from the perspective of the broader enterprise system, what matters is that they are all participants in coordinated work.
That is the shift: stop designing enterprises around agents; start designing them around actors.
The Problem With Agent-Centric Thinking
Agent-centric thinking imports the assumptions of the demo into the architecture of the enterprise.
In a demo, the agent is the star. It interprets the prompt, decides the plan, calls tools, and often produces the result directly. That is fine when the goal is to showcase capability. It is dangerous when the goal is to build infrastructure.
Why? Because “agent” describes a particular internal mechanism. It tells us that the component reasons probabilistically, often with non-deterministic outputs, and can adapt dynamically to changing context. Those properties are powerful. They are also exactly the properties that make governance, testing, replay, auditability, and operational control harder.
The enterprise does not actually care whether a unit of work was carried out by a language model with memory and tool use, by a Java microservice, or by a deterministic rules engine. The enterprise cares about other questions:
- What role does this component play?
- What inputs does it accept?
- What outputs does it emit?
- What guarantees does it make?
- How is it observed, governed, secured, and replayed?
- How does it participate in a larger process?
Those are not questions about agents. They are questions about actors.
Once you see that, the architecture clarifies.
The Actor as the Real Enterprise Primitive
An actor is any system participant that can receive context, perform work, and emit a result or event into a broader operational fabric.
That actor might be:
- an LLM-based agent interpreting ambiguous customer intent
- a microservice calculating tax or pricing
- a fraud model scoring a transaction
- a workflow engine orchestrating approval steps
- a stream processor aggregating events
- a human reviewer making a final judgment
These actors are not interchangeable internally. Some reason. Some execute. Some classify. Some transform. Some approve. But they are interchangeable at the level that matters most to enterprise architecture: they can all be modelled as bounded units of action participating in a shared system.
This reframing is more than semantics. It solves a structural problem.
If you build around “agents,” then every new capability gets squeezed into the logic of agent frameworks: prompts, tools, planner loops, memory, stochastic reasoning. Microservices become subordinate utilities. Deterministic systems become secondary. The architecture starts to privilege novelty over reliability.
If you build around “actors,” you can let each component be what it needs to be internally while still making it legible and governable externally.
That is the enterprise move: preserve internal heterogeneity, enforce external homogeneity.
Different Interiors, Same Envelope
This is the central design principle:
Actors may operate internally in radically different ways, but their envelopes must be homogeneous.
The envelope is the externally visible contract by which an actor participates in the system. It includes:
- identity
- capabilities
- input schema
- output schema
- policy constraints
- observability metadata
- execution status
- lineage and trace context
- security and authorization model
- replay and idempotency semantics
The envelope is not the cognition. It is not the implementation. It is the interface of trust.
An LLM-based agent may internally use retrieval, planning loops, tool selection, and probabilistic reasoning. A microservice may internally run deterministic business logic and database transactions. A workflow engine may step through a pre-modeled DAG. A human task system may wait for review and approval.
Externally, however, each should be able to say:
- Here is what I consume
- Here is what I produce
- Here is the state transition I represent
- Here are the guarantees I make
- Here is the evidence of what occurred
That is what allows heterogeneous computation to be composed into one enterprise system.
Without a homogeneous envelope, every integration becomes bespoke. Agent outputs are one thing. Service responses are another. Workflow states are a third. Human actions are trapped in ticketing tools. Analytics pipelines reconstruct meaning after the fact. Governance becomes an archaeology project.
With a homogeneous envelope, every actor becomes governable in the same language.
Why the Envelope Matters More Than the Interior
Most architectural failure in enterprise AI will not come from weak models. It will come from bad boundaries.
A component can be brilliant internally and still be unusable operationally if the rest of the system cannot validate, monitor, constrain, and replay what it did. Conversely, a component can be relatively simple internally and still create enormous value if it participates cleanly in a shared fabric.
This is why the envelope matters.
The enterprise system does not scale by making every component deterministic. Nor does it scale by allowing every component to remain probabilistic. It scales by making the interaction model coherent.
The actor envelope is what lets a non-deterministic component be governed like a deterministic one at the system boundary.
That does not mean pretending an agent is deterministic. It means forcing it to present its contribution in a form the broader system can validate and act upon safely.
In practice, that means an agent should not dump ambiguous free text directly into the heart of the enterprise. It should emit structured intent, proposed actions, bounded classifications, confidence signals, references, and explicit state transitions. Downstream actors can then validate, approve, enrich, reject, or execute that intent.
The interior remains flexible.
The boundary becomes reliable.
That is the architectural compromise that makes AI usable.
Deterministic and Non-Deterministic Processing Must Coexist
This is where the actor model becomes strategically important.
Enterprises do not have the luxury of choosing between deterministic and non-deterministic processing. They need both.
They need deterministic systems because:
- money must reconcile
- access controls must hold
- compliance checks must be reproducible
- workflows must be auditable
- records must be trusted
They need non-deterministic systems because:
- customer intent is ambiguous
- documents are messy
- regulations are open to interpretation
- investigations require hypothesis generation
- planning often depends on incomplete information
The mistake is to think one mode should replace the other.
The real opportunity is to combine them inside one coherent operational fabric.
Actors make that possible because they provide a common abstraction over mixed computational styles. One actor may be deterministic to its core. Another may be probabilistic internally. But if both surface their work through the same envelope, then the system can compose them without collapsing into chaos.
That composition looks like this:
- A non-deterministic actor interprets or explores.
- It emits a structured result through a governed envelope.
- Deterministic actors validate, execute, record, and propagate the consequences.
- Events generated by those deterministic actors become context for further reasoning actors.
- The system becomes a loop between interpretation and execution, not a choice between them.
This is a much more realistic picture of enterprise computing than the fantasy of autonomous agents replacing everything.
From Agent Boundaries to Actor Boundaries
Much of the recent discussion around production AI has focused on the need for deterministic boundaries around agents. That is directionally correct, but still too narrow.
The boundary is not merely between agent and system.
The boundary is between any actor and the broader enterprise fabric.
That broader view matters because it prevents AI exceptionalism. It avoids treating agentic components as magical outsiders that require a special architecture. Instead, it says: every participant in the system must show up through a common operational grammar.
That grammar can include:
- structured intents
- typed events
- state transitions
- policy-evaluable metadata
- provenance
- deterministic identifiers
- explicit side-effect declarations
- reversible or compensatable execution patterns
Once these become properties of the actor envelope, not just ad hoc wrappers around LLMs, the whole enterprise architecture matures.
Now agents, microservices, rules engines, and humans can be orchestrated in a shared model.
Agents and Microservices Are Siblings, Not Opposites
One of the most unhelpful debates in enterprise architecture right now is whether agents will replace microservices.
They will not.
Microservices and agents solve different problems because they have different internal strengths.
Agents are good at:
- interpreting ambiguous input
- exploring possible courses of action
- synthesizing across unstructured information
- adapting plans dynamically
- operating where the path is not fully known in advance
Microservices are good at:
- executing well-defined logic
- enforcing stable contracts
- delivering predictable latency and outputs
- isolating failure domains
- maintaining durable transactional and operational guarantees
These are not competing species. They are complementary actor types.
A mature enterprise system should be able to say: “this step requires interpretation, so route it to an agentic actor,” and “this step requires guaranteed execution, so route it to a deterministic service actor.”
What matters is not that one is AI and the other is classical software.
What matters is that both participate through the same envelope.
Once that is true, orchestration becomes far more powerful. The system can compose across cognitive and procedural work without introducing category errors.
The Homogeneous Envelope as a Strategic Asset
Homogeneity at the envelope level delivers something deeper than technical elegance. It creates strategic leverage.
When all actors present work in a common form, enterprises gain the ability to:
1. Orchestrate mixed systems coherently
Instead of maintaining separate orchestration logic for APIs, agent tools, workflow states, and event processors, the enterprise can coordinate all of them through a unified actor fabric.
2. Enforce policy once
Security, compliance, rate limits, approval rules, and audit requirements can be evaluated against the actor envelope rather than reimplemented per subsystem.
3. Observe the whole system end to end
If every actor emits comparable metadata and state transitions, observability stops being fragmented. You can trace a business outcome across reasoning, execution, validation, and human intervention.
4. Swap internals without breaking the enterprise
A deterministic rules engine can later be replaced with an agentic classifier. A brittle agent can later be replaced with a workflow. As long as the envelope holds, the broader system remains stable.
5. Replay, simulate, and optimize
Homogeneous actor outputs make it possible to replay decisions, simulate alternative flows, and compare performance across actor types. This is essential for both governance and continuous improvement.
6. Build a true enterprise memory
If all actors emit events and outcomes in a shared structure, the organization gains not just logs but a reusable memory of how work was interpreted, decided, executed, and resolved.
This is how architecture compounds into value.
What This Means for Enterprise Design
If the actor is the primitive, then enterprise design changes in a few important ways.
Design for role, not implementation
Start by asking what role a participant plays in the system: interpreter, planner, validator, executor, approver, recorder, monitor. Only then decide whether the best implementation is an agent, microservice, workflow, or human.
Standardize the envelope aggressively
Do not standardize the internals too early. Standardize the contract around inputs, outputs, traceability, policy metadata, and execution semantics. The envelope is where scale lives.
Keep non-determinism upstream of commitment
Exploration and reasoning are valuable, but side effects must pass through validated boundaries. Let actors think creatively before commitment, not during irreversible execution.
Treat every side effect as governed work
Whether the side effect originated from an agent recommendation or a rules engine decision, it should flow through the same mechanisms for validation, authorization, execution, and recording.
Build the event fabric around actors
The event stream should not merely capture infrastructure logs. It should capture actor intents, decisions, outcomes, and transitions. That is what makes the system inspectable as a business process rather than just as infrastructure.
The Value Creation Layer
The real power of the actor model is not just that it makes enterprise AI safer. It is that it turns mixed computation into enterprise value.
When a business can treat agents and microservices as actor types inside one governed fabric, several things happen at once.
First, the business can automate processes that were previously stuck between two bad options. Purely deterministic software could not handle ambiguity. Purely agentic systems could not be trusted with execution. The actor model bridges the gap. An agentic actor can interpret, summarize, classify, or propose. A deterministic actor can validate, execute, and record. Together they automate work that neither could safely automate alone.
Second, the business gains modularity at the level that matters commercially. It can upgrade how a role is performed without redesigning the surrounding process. A rules-based fraud detector can become a learned model. A brittle support workflow can gain an agentic interpreter. A human-heavy triage queue can become partially autonomous. As long as the actor envelope remains stable, the enterprise can improve capability without taking on full-system migration risk.
Third, the business gets better economics from its existing systems. Most enterprises already have deep investments in APIs, event buses, microservices, workflow engines, compliance tooling, and systems of record. The actor model does not ask them to abandon those investments in favor of an AI-native fantasy stack. It lets them use AI to activate those assets more intelligently. Instead of replacing the estate, it increases the return on the estate.
Fourth, the business gets better operational trust. AI adoption stalls when organizations feel they are introducing opaque behavior into critical processes. The actor model changes the framing. It says that intelligence is not being injected as a wild exception. It is being introduced as another governed participant in a shared system. That is a much easier proposition for risk teams, compliance teams, platform teams, and business owners to accept.
Finally, the business gains strategic optionality. Once agents and services are both treated as actors, the company is no longer locked into one processing paradigm. It can decide, step by step, where deterministic logic is enough, where probabilistic interpretation is useful, and where hybrid combinations produce the highest return. That flexibility compounds.
The Economic Value of the Actor Model
This reframing is not just philosophically cleaner. It is economically meaningful.
The actor model creates value because it reduces the cost of combining different kinds of intelligence and execution.
Without a common actor abstraction, every time an enterprise introduces AI into a process it creates a new integration problem, a new governance problem, and a new observability problem. Each agent is treated as a special case. This slows deployment, increases risk, and traps value inside isolated pilots.
With a common actor abstraction, AI becomes easier to absorb because it enters the enterprise the same way any other operational participant does.
That creates value across several dimensions:
Faster adoption of AI where it actually helps
Enterprises can introduce agentic reasoning into ambiguous parts of workflows without redesigning everything else around it.
Lower governance and compliance cost
The same control mechanisms can govern both deterministic and non-deterministic actors, reducing the marginal cost of expansion.
Better resilience
If one actor type underperforms, another can replace it behind the same envelope. Systems become adaptable without becoming brittle.
Higher automation yield
Many processes fail to automate because parts are too ambiguous for rules and too risky for unconstrained AI. Actor architectures solve this by chaining ambiguous interpretation to deterministic enforcement.
Better capital efficiency
The enterprise gets more out of existing microservices, workflows, and systems of record because AI does not bypass them; it activates them more intelligently.
Improved organizational trust
Business stakeholders are more willing to rely on AI when it appears not as an opaque autonomous power but as one actor among many, governed through explicit interfaces and observable decisions.
In other words: the actor model does not merely make enterprise AI safer. It makes it investable.
A Concrete Mental Model
A useful way to frame the future stack is this:
Agents reason.
Microservices execute.
Workflows coordinate.
Events remember.
Actors unify them all.
This is the missing conceptual layer in much of the current AI architecture conversation.
We have spent too much time asking whether agents will replace software. The better question is how enterprise systems can coordinate multiple forms of computation without losing trust, control, or speed.
The answer is not to elevate agents above everything else.
The answer is to demote them slightly—out of the role of architectural hero and into the role of one actor type inside a broader system.
That is not a reduction in importance. It is what makes them usable.
The Architecture That Will Actually Scale
The enterprise systems that scale will not be the ones that deploy the most agents.
They will be the ones that build the best actor fabric.
They will know how to combine probabilistic reasoning with deterministic execution, how to let different internal mechanisms coexist behind stable envelopes, and how to turn mixed computation into governed operational flow.
That is what allows intelligence to become infrastructure.
The future is not agentic systems everywhere.
The future is actor-based enterprise systems in which agents, microservices, workflows, and humans participate through a homogeneous envelope, allowing deterministic and non-deterministic processing to reinforce one another rather than compete.
Once that model is in place, the value becomes obvious.
You can move faster without surrendering control.
You can automate more without increasing fragility.
You can introduce AI without breaking trust.
You can evolve internals without rewriting the enterprise.
You can treat cognition and execution as parts of one system.
And that is the real opportunity.
Not agents everywhere.
Actors everywhere.
